Natural rubber (4001), compounded and unvulcanised rubber (4005, 4006), thread, plates and profiles (4007, 4008), new tyres (4011), tyre treads, inner tubes (4013), gloves (4015), hard rubber (4017).
Removed in 2026
Conveyor belts (4010), retreaded and used tyres except treads (4012), other articles of vulcanised rubber (4016).
Smallholder plots
Most natural rubber comes from small farms: points with areas, and polygons for estates.

What changed in 2026
Delegated Regulation (EU) 2026/2102 narrowed the rubber entries. Conveyor or transmission belts (4010), retreaded or used pneumatic tyres and solid tyres (4012, except tyre treads under 4012 90 30) and other articles of vulcanised rubber (4016) are no longer relevant products. Natural rubber and the remaining headings are.
What rubber files look like
Smallholder plots mapped by collectors and processors, often as points, and estates as polygons. Files pass through several hands before reaching a tyre maker or importer, so each step has to keep the plot list intact.
For tyre and rubber goods importers
Check each product's HS code against the current Annex I. EUDRplot flags products whose code was removed, so they stop asking for plots and statements they no longer need.
Questions
Are tyres still covered?
New pneumatic tyres (4011) and tyre treads remain. Retreaded and used tyres other than treads (4012) were removed by Delegated Regulation (EU) 2026/2102.
When did the change take effect?
The delegated regulation was published on 17 September 2026 and entered into force on 18 September 2026.
Are rubber gloves covered?
Yes. Gloves and other apparel of vulcanised rubber (4015) remain in Annex I.
