What palm oil files look like
A mill's supply base: estate blocks as polygons, sometimes thousands of smallholder plots as points, coming from mill traceability systems and field mapping. Refiners and traders combine supply bases from several mills.
The problems to expect
Smallholders supplying more than one mill, and so appearing in several files. Points without areas. Estate polygons with holes for villages or conservation areas. And large supply bases that need splitting across statements.
Derivatives
The list of palm-oil products in Annex I is long and grew with Delegated Regulation (EU) 2026/2102. If you place oleochemicals on the market, check each HS code: the products app shows whether a code is covered now, from 30 December 2027, or not at all.
Questions
Are palm-oil derivatives covered?
Many are already, such as glycerol of 95 % purity and palmitic and stearic acid. Delegated Regulation (EU) 2026/2102 adds more from 30 December 2027, including modified palm oils, crude glycerol and soaps made using oil palm.
Is mass balance allowed for palm oil?
No. Every plot behind the oil has to be known; mixing with oil of unknown origin is not allowed.
What about palm oil in food or cosmetics?
Only products listed in Annex I by HS code are covered. A food product containing palm oil is not covered unless its own code is listed.
