EUDR for paper

Pulp and paper are wood products under the EUDR. Recycled fibre and printed matter are treated differently, and packaging has its own rule. EUDRplot keeps the forest plots and species behind each paper product.

The paper chain

Pulp mills draw on plantations and natural forest over wide areas, often through several suppliers. Each tonne of pulp needs the plots its wood came from, and paper mills and converters pass that on with the product.

Recycled and mixed fibre

Material recovered at the end of its life cycle is outside the regulation. A paper made only from it needs no geolocation; one with virgin fibre needs it for the virgin part. Records should show which is which.

Packaging

Packaging used only to support, protect or carry another product is not a relevant product in its own right. A box sold empty as a product is. Check your HS codes and how the packaging is placed on the market.

Is paper covered by the EUDR?

Yes. Paper and paperboard and articles of them (48), and pulp (47), are relevant products.

Is recycled paper covered?

Products made entirely from recovered material at the end of its life cycle are excluded. Mixed virgin and recycled fibre is covered for the virgin part.

Is the packaging around my goods covered?

Not when it only supports, protects or carries another product. Packaging placed on the market as a product in its own right is.
