Before relevant products are placed on the market or exported, the operator makes a due diligence statement available to the competent authorities through the Information System (Regulation (EU) 2023/1115, Art. 4(2)). With a saved project, you can file it from here, through the Information System's own web service (S17), instead of re-entering the plots in the TRACES screens.

How it works

  1. Connect once. In the Information System, activate Web Services Access in the profile of a user of your operator and copy the authentication key and client identifier. Enter them in Settings → EU Information System. Start in the Commission's acceptance environment, where statements have no legal effect, then switch to production. The key is encrypted before it is stored and never shown again.
  2. File from a project. The statement carries the plots of the version you choose, grouped into producers by ProducerCountry and ProducerName, as the Information System expects. You add what only you know: the activity (import, export or placing on the market), the Member State, the HS codes from Annex I, the description and the quantities, and for timber the species.
  3. Checked before it is sent. A version with errors the Information System would reject cannot be filed, and the statement is checked against the Information System's published validation rules first: net mass for imports and exports, HS code format, species for timber, at most 1,000 producers per commodity and 25 MB of geolocation (S17). What only the Information System can check, it reports, in words.
  4. Reference numbers. The Information System answers at once with an identifier. After its risk profiling it assigns the reference and verification numbers you give customs and your customers. The Commission asks integrators to wait 30 minutes before checking (S17), so the project page offers the check from then on.
  5. Withdraw within 72 hours, as the Information System allows (S17).

Every statement filed is listed on its project with its status and numbers, and recorded in the workspace's audit log.

What filing means

Filing is the operator's act, not ours. The statement declares that due diligence was exercised and that no or only a negligible risk was found (Regulation (EU) 2023/1115, Art. 4(2)), and by making it available the operator assumes responsibility for the products' compliance (Regulation (EU) 2023/1115, Art. 4(3)). The checks here make sure the statement is well formed and its geolocation would be accepted. They do not do the due diligence for you; the forest check and your own risk assessment are part of that.

What is sent, and to whom

When you file, our server sends the statement, with the geolocation of the version's plots and the producer names in it, to the European Commission's Information System, over its web service. Nothing is sent until you press File.
