Deforestation | EUDR glossary
The EUDR definition of deforestation: converting forest to agricultural use, whether human-induced or not.
‘deforestation’ means the conversion of forest to agricultural use, whether human-induced or not
Two things in the definition are easy to miss. First, it is about use: land that was forest and is now used for agriculture, including plantations and livestock (Regulation (EU) 2023/1115, Art. 2(5)) has been deforested, however it happened. Second, "whether human-induced or not": a forest lost to fire and then planted is covered too.
What counts as forest is itself defined (Regulation (EU) 2023/1115, Art. 2(4)): see forest.
