‘forest’ means land spanning more than 0,5 hectares with trees higher than 5 metres and a canopy cover of more than 10 %, or trees able to reach those thresholds in situ, excluding land that is predominantly under agricultural or urban land use

The thresholds (0.5 hectares, 5 metres, 10% canopy) follow the kind of definition used in international forest statistics. The exclusion matters as much as the thresholds: land predominantly under agricultural use is not forest, and agricultural plantations, including all plantations of relevant commodities other than wood, are expressly excluded (Regulation (EU) 2023/1115, Art. 2(6)). A shaded cocoa plantation is not a forest.
