Importing a relevant product into the EU makes you its operator. You exercise due diligence and file the statement before the goods are released, and you answer for every plot in it. EUDRplot is built around that responsibility.

What importing makes you responsible for

As the operator, you collect the information in Article 9, including the geolocation of every plot; assess and mitigate risk; file the due diligence statement; give its reference numbers to your customers; and keep everything for five years. If you are not a small or medium-sized enterprise, you also need a compliance officer, an independent audit function and a yearly public report.

Where importers lose time

On supplier files. An exporter's geolocation arrives as a spreadsheet, a KML or a shapefile, often with errors the Information System will refuse. EUDRplot's supplier links put the check in the exporter's hands, in their language, so what reaches you is ready to file.

Customs

Goods are released for free circulation only with the statement's reference number in the customs declaration. Filing from EUDRplot puts the number with the product as soon as the system returns it.

Questions

Am I an operator if I only import?

Yes. Placing relevant products on the EU market for the first time, which includes importing them, makes you the operator, whatever your size.

When do I have to file?

Before the products are placed on the market, which for imports means before release for free circulation. Customs needs the reference number.

My supplier says the products are certified. Is that enough?

No. Certification can support the risk assessment, but it does not replace the geolocation or the due diligence the regulation requires of you.
