Trader | EUDR glossary
Who is a trader under the EUDR, as amended in 2025, and how traders differ from operators and downstream operators.
‘trader’ means any person in the supply chain other than the operator or downstream operator who, in the course of a commercial activity, makes relevant products available on the market
A trader buys and sells relevant products that are already on the EU market (a wholesaler or distributor) without being the one who first placed them there.
Like downstream operators, traders keep supplier and customer information and, where the supplier is an operator, the statements' reference numbers; they do not submit statements of their own (Regulation (EU) 2025/2650, Art. 1(6)). Non-SME traders register in the Information System.
