Too many producers for one EUDR statement (1,000 per commodity)
A statement accepts at most 1,000 producers per commodity and 10,000 in total. Above that the upload is refused.

What the Information System does
It refuses producer data above the limits: "The total number of producers data per commodity cannot exceed a certain amount (presently set to 1000). The total number of producers data per DDS cannot exceed a certain amount (presently set to 10,000)" (Information System validation rules, Geolocation Producers information).
Why it happens
The limits count producers, not plots. One producer with 400 fields is one producer.
A file does not say, in so many words, who the producers are, so the checker counts
each distinct combination of ProducerName and ProducerCountry as one producer. Two
spellings of the same cooperative count as two. This is why it is a warning rather than
an error: we tell you what we counted and let you judge.
The limit also applies per statement, not per file, so several files for the same commodity in one statement are counted together.

Fix it in EUDRplot
- Open the file in the checker. The warning says how many distinct producers the file has, counted as distinct ProducerName and ProducerCountry pairs.
- Split by producer. In the Download panel choose Split by producer. The file is divided into parts within the limit, and no producer's plots are separated across two parts.
- Submit each part as its own statement. Once submitted, the statements can be grouped under one that references them.
Fix it in QGIS
- Number the producers. In the Field Calculator, create an integer field
partwithfloor(array_find(array_distinct(aggregate('your_layer', 'array_agg', "ProducerName")), "ProducerName") / 1000), replacing your_layer with the layer's name. - Split on that field. Run Split vector layer from the Processing Toolbox with part as the unique field. Each output has at most 1,000 producers.
- Export each as GeoJSON. Save each part as GeoJSON in EPSG:4326 and check it.
