Who qualifies as a micro or small primary operator under the 2025 EUDR amendment, and what simplifications apply.
‘micro or small primary operator’ means an operator who is a natural person or a micro-undertaking or small undertaking … established in a country classified as low risk in accordance with Article 29 of this Regulation, and who, in the course of a commercial activity, places on the market or exports relevant products that this operator itself has grown, harvested, obtained from or raised on relevant plots of land, or, as regards cattle, on establishments located in that country
Three conditions, in short: small (a natural person, or a micro or small undertaking), in a country the Commission classifies as low risk, and placing on the market its own produce from its own plots in that country.
The full definition also lets a larger company qualify if the part of its business dealing with relevant commodities is within the size limits.
Such operators submit a one-time simplified declaration instead of due diligence statements, and may give postal addresses instead of geolocation (Regulation (EU) 2025/2650, Art. 1(5)).
