What the Information System does

It cannot open it, so no plot is read. "Password-protected files" are on the Commission's list of common file errors (GeoJSON File Description, Common errors 13).

Why it happens

Suppliers protect archives for a good reason: producer names and plot locations are personal and commercially sensitive data. But the Information System is an automated importer, and there is no way to give it a password.

Once the file is in your hands, the protection has done its job. What the system needs is the plain file. If you are worried about checking it with an online tool, that is exactly the case the checker was built for: it reads the file in your browser, and nothing is uploaded.
